CIRCULAR 2026/20 As is known, within the framework of the "Regulation on Amendment of the Temporary Protection Regulation" published in the Official Gazette dated 28.11.2025 and numbered 33091, there has been a need to amend the documents requested from insured persons or dependents regarding the General Circular on Health Activation Procedures of General Health Insurance numbered 2017/26.

Accordingly, the amendments made in the General Circular numbered 2017/26 are explained below.

The section titled 3.1.5. Temporary Identity Number and Residence Permit of the said Circular has been amended as follows.

"3.1.5. Documents to be Requested from Foreigners According to the Law on Foreigners and International Protection numbered 6458, a foreign identification number will primarily be requested from foreign nationals residing in our country (temporary protection, international protection, refugees, stateless persons, etc.), and for the determination of family relationship information, identity document, passport, driver's license, marriage certificate, a document showing family relationship information to be obtained from the consulate of the country of which they are a citizen, or if they cannot obtain these documents, the application owner and accompanying person information (Accompanying/Head) document to be obtained from the Directorate General of Migration Management will be processed.

In addition, for parents requesting dependency, a residence permit will also be requested along with these documents.

If the residence permit durations can be viewed in the Health Provision Activation System, the residence permit document will not be requested physically.

Furthermore, the durations in the Identity Sharing System will not be considered as residence permit durations, and transactions will only be carried out based on the durations in the Health Provision Activation System.

For foreign nationals applying for residence permits according to the Law numbered 6458, if a document stating that the residence permit will be sent to their addresses is provided, the health activation process will be carried out with this document instead of the residence permit document.

According to Article 28 of the Turkish Citizenship Law numbered 5901, residence permit documents will not be requested from those who have exited Turkish citizenship with permission and from citizens of the Turkish Republic of Northern Cyprus.
